There may be a key mismatch, make sure your looking closely at the key.
Open CMD as administrator, and type in slmgr /dli
It should pop up a window that says "Windows Script Host" and will have a partial product key in it.
Then put in the command
wmic path softwarelicensingservice get OA3xOriginalProductKey
If the partial does not match the original, go to Settings > Update & Security > Activation > Update product key > Change product key and enter the full key you get in CMD. This should change the partial and activate.

If it's the same problem that should solve it, but if there is no original key (wmic path softwarelicensingservice get OA3xOriginalProductKey only returns the string "OA3xOriginalProductKey") or if they're the same, then it's something else and we'll have to continue looking into it.
